Compare China freight quotes by included charges, not headline price
Compare China freight quotes by the amount needed to complete the same agreed service, not by the largest number at the top of the page. Make each provider mark every relevant charge as included, excluded, estimated or conditional. An unresolved item belongs in an uncertainty column, not a zero-cost cell.

Make each provider mark every relevant charge as included, excluded, estimated or conditional. An unresolved item belongs in an uncertainty column, not a zero-cost cell.
This approach is useful when one forwarder quotes a per-kilogram rate, another offers a shipment total, and a supplier describes delivery as “all-in.” Those formats are not enough to show whether the same work is covered.
Define the finish line before collecting prices
Write one sentence describing the service you want: collection from a specified address, transport by an identified mode or service, clearance arrangement, and delivery to a named receiving point. Add the shipment’s packed dimensions, gross weights, product description and ready date.
Be precise about delivery. Arrival at a port, delivery to a warehouse entrance and placement inside a receiving facility are different requests. Ask what access conditions, unloading arrangements or appointment requirements the provider assumed. Do not assume a phrase such as door-to-door answers these questions.
Use the same shipment record for every quotation. If a provider changes the route or service to lower the price, keep that alternative visible rather than silently ranking it beside a different scope.
Work through the journey line by line
The following is a buyer’s comparison checklist. It does not mean every shipment incurs every charge or every provider uses these labels.
- Origin: pickup, loading assumptions, receiving or consolidation, packing changes, export documentation and origin handling
- Main transport: service, route where specified, chargeable quantity, rate basis and minimum charge
- Transport additions: fuel, special handling, dangerous-goods services or other applicable surcharges, with calculation basis
- Destination: terminal or arrival handling, clearance services and document release where applicable
- Government charges: whether duties and taxes are estimated, excluded, advanced or otherwise handled, and whose calculation supports the estimate
- Final delivery: address, delivery type, unloading, appointments and access assumptions
- Protection: any separate cargo insurance or value-for-carriage arrangement, its terms and price
- Contingencies: storage, inspection, remeasurement, failed delivery or waiting charges, with the event that triggers each one
For every applicable row, record the payer, currency, amount or formula, and evidence from the quote. If the provider says a charge is included, ask which total includes it. This prevents adding an embedded fee a second time.
Use trade terms as context, then inspect the quote
ICC describes Incoterms 2020 as allocating costs, risks and obligations between seller and buyer. Record the named rule, place and edition in the purchasing record. Then map the actual supplier and logistics invoices to the work being purchased.
A trade-term label alone does not provide a monetary breakdown of the forwarder’s offer. Nor does a transport total settle questions about the goods’ price, payment or acceptance. If the supplier’s price already pays for a segment of transport, identify that overlap before adding a second forwarder’s charge.
Hypothetical comparison: the lower headline loses
Assume two invented quotes cover the same non-regulated shipment, service and receiving address. All amounts are USD, collected for the same hypothetical decision date. These are not observed prices.
Quote A shows main transport of USD 600. It separately requires USD 80 for origin services, USD 120 for destination handling and USD 90 for final delivery. Its comparable transport total is USD 890.
Quote B shows USD 780, explicitly including those same origin, destination and delivery services. A separately quoted USD 40 surcharge brings its comparable total to USD 820.
On that defined scope, B is USD 70 lower. Comparing USD 600 with USD 780 would reach the opposite conclusion. Both examples exclude government duties and taxes, insurance and any contingent charges; those must be evaluated before describing either as a complete landed cost.
Now suppose B’s unloading requirement is unresolved. Do not invent a fee to finish the table. Ask for the receiving conditions and a price if extra service is needed. A result with a material blank is provisional, even when its arithmetic is correct.
Ask about formulas, not just fee names
A percentage surcharge needs a denominator. Does it apply only to transport, or also to named additions? A fixed charge needs a unit: per shipment, per package, per document or per event?
The FedEx US fuel page illustrates why this matters: for specified services, eligible surcharges can enter the fuel calculation, and customer agreements affect the result. It does not establish a fuel percentage or fee structure for every China shipment. Ask your provider for the applicable formula and date.
Also record when the offer expires and what event fixes the rate: acceptance, booking, collection or another stated milestone. If the ready date is later than the quote’s validity, request written reconfirmation rather than treating an expired estimate as an available offer.
Make the final choice reviewable
Keep three separate totals: confirmed charges, estimated charges and unresolved conditional exposure. Do not quietly turn all three into a precise-looking grand total. Where a contingency matters, show a scenario and label its assumptions.
Price can decide between equivalent, accepted services. It should not conceal a difference in cargo acceptance, scope, claim terms or receiving requirements. Reject comparisons that depend on false product descriptions, omitted batteries or understated values.
For the next RFQ, attach the checklist and ask each provider to return the same fields. A clear scope confirmation is usually more useful than another unexplained “best price.”
Frequently asked questions
Does an all-in quote include duties and taxes?
Only if the written scope says so and explains the basis and responsible parties. Ask for a separate duty/tax line or a clear statement of inclusion; do not infer it from the phrase all-in.
Should I choose the cheapest normalized total?
Only after confirming comparable service, cargo acceptance, receiving requirements and material contract conditions. An unresolved exclusion can make the ranking provisional.
How should I compare different surcharge percentages?
Request the amount to which each percentage applies and calculate the resulting currency charge. Equal percentages can produce different costs when their bases differ.
What if a provider will not break down a bundled price?
Ask for written inclusions, exclusions and contingent triggers even if the commercial price stays bundled. Without a defined scope, you cannot make a reliable comparison.
